Συρία: τι είπε το Συμβούλιο Ασφαλείας;

Κλασικό τέχνασμα προπαγάνδας αποτελεί να παρουσιάσεις μια συγκεκριμένη άποψη ως μια συναινετική αλήθεια, έτσι ώστε εκείνοι οι οποίοι την αμφισβητούν έχουν την εντύπωση να περιθωριοποιηθούν. Εφαρμόζοντας αυτόν τον μηχανισμό για την Συρία, ο δυτικός και κολπικός τύπος αποδίδουν ψευδώς στον Οργανισμό των Ηνωμένων Εθνών μια σειρά θέσεων που δεν είναι δικές του. Σε απάντηση στα e-mail αναγνωστών, ο Thierry Meyssan υπογραμμίζει ορισμένες χειραγωγήσεις του λεξιλογίου.

Τα δυτικά μέσα ενημέρωσης και του Κόλπου έχουν από καιρό συνηθίσει να χρησιμοποιήσουν τον όρο «διεθνής κοινότητα» για να περιγράψουν την ομάδα των κρατών με επικεφαλής τις Ηνωμένες Πολιτείες, αγνοώντας όλα τα άλλα. Διαβάζει κανείς έτσι, σχετικά με τη Συρία, «η Ρωσία και η Κίνα αντιτίθενται στην διεθνή κοινότητα» (sic).

Ένα επόμενο βήμα στην παραπληροφόρηση ήταν να συμπεριληφθεί μια επωδός σε όλα τα τηλεγραφήματα από τα ειδησεογραφικά πρακτορεία: «Η καταστολή έχει στοιχίσει την ζωή σε πάνω από 10.000 άτομα σύμφωνα με τον ΟΗΕ».
Αλλά ποτέ ο ΟΗΕ δεν υπέβαλε τέτοια στοιχεία. Προέρχονται από ορισμένους εμπειρογνώμονες που χρησιμοποιεί: από την Ύπατη Αρμοστεία για τα Ανθρώπινα Δικαιώματα και το Συμβούλιο των Ανθρωπίνων Δικαιωμάτων για να είμαι ακριβής. Αν ο ΟΗΕ είχε εγκρίνει τις εκθέσεις τους, το Συμβούλιο Ασφαλείας θα είχε εγκρίνει μια διεθνή επέμβαση.
Μόνο η Γενική Συνέλευση και εναλλακτικά το Συμβούλιο Ασφαλείας δικαιούνται να μιλούν εξ ονόματος των Ηνωμένων Εθνών.

Ιδού τώρα που τα δυτικά και κολπικά μέσα ενημέρωσης στρεβλώνουν τη θέση της Ρωσίας, κατηγορώντας την ότι αντικρούεται. Σύμφωνα με αυτά, η Μόσχα κατηγόρησε την συριακή αντιπολίτευση για τη σφαγή της Χούλα χθες, ενώ ψήφισε υπέρ μιας δήλωσης του προέδρου του Συμβουλίου Ασφαλείας που αναγνωρίζει την ευθύνη του συριακού κράτους.

Αυτό το κείμενο αξίζει μια εξήγηση.

Το γεγονός ότι καταδικάσεις την σφαγή της Χούλα δεν σημαίνει ότι κατηγορείς την κυβέρνηση της Συρίας να είναι ένοχη. Σε ό, τι αφορά την κυβέρνηση της Δαμασκού, ήταν η πρώτη που καταδίκασε αυτές τις φρικαλεότητες που τις αποδίδει στην ένοπλη αντιπολίτευση. 
Μια εκδήλωση διαμαρτυρίας κατά των εγκληματών των ένοπλων ομάδων οργανώθηκε αμέσως στην πρωτεύουσα από τους προ-Άσαντ. Προς το παρόν, όλοι οι παίκτες έχουν καταδικάσει τη σφαγή, κανένας δεν την ανέλαβε.

Το να πούμε ότι η συριακή κυβέρνηση είναι υπεύθυνη για τη σφαγή δεν σημαίνει ότι κατηγορείται ότι είναι ένοχή. Σύμφωνα με την αρχή της ανεξαρτησίας και της κυριαρχίας, η κυβέρνηση είναι υπεύθυνη για όλα όσα συμβαίνουν στο έδαφός της. Η επιβεβαίωση αυτής της ευθύνης είναι μια αναγνώριση των αρμοδιοτήτων της να ανταποκριθεί σε οποιοδήποτε γεγονός. 
Το κείμενο του Συμβούλιου Ασφαλείας σημαίνει ακριβώς το αντίθετο από ό, τι τα μέσα ενημέρωσης προσποιούνται ότι πιστεύουν: ισχυρίζεται ότι η συριακή κυβέρνηση έχει καθήκον να παρέμβει για να προστατεύσει τον πληθυσμό της, ότι η χρήση της βίας είναι νομιμοποιημένη.

Το να καλέσουν την συριακή κυβέρνηση να απέχει από τη χρήση βαρέων όπλων σε κατοικημένες περιοχές, σύμφωνα με τα ψηφίσματα 2042 και 2043, δεν σημαίνει ότι καθίσταται υπεύθυνη για τις σφαγές που διαπράχτηκαν σε αυτές τις περιοχές, ούτε ότι της απαγορεύεται  να καταστείλει τα εγκλήματα της ένοπλης αντιπολίτευσης, αλλά της ζητείται να χρησιμοποιήσει βία με μετριασμένο τρόπο. Το Συμβούλιο Ασφαλείας κατανοεί τα προβλήματα δημόσιας τάξης στη Συρία ως προβλήματα αστυνόμευσης και όχι ως εμφύλιο πόλεμο. Ως εκ τούτου, το Σ.Α. αναμένει από τις συριακές αρχές να αποκαταστήσουν την τάξη χωρίς τη χρήση πυροβολικού  -που αναπόφευκτα δημιουργεί παράπλευρες απώλειες- ακόμη κι αν οι αντάρτες διαθέτουν επίσης βαρύ οπλισμό.

Οι δηλώσεις του Συμβουλίου Ασφαλείας είναι το αποτέλεσμα μιας συναίνεσης μεταξύ των μεγάλων δυνάμεων. Το λεξιλόγιο που χρησιμοποιείται πρέπει να νοείται υπό τη στενή έννοια του. Οποιαδήποτε άλλη ερμηνεία είναι παράλογη. Το Συμβούλιο δεν επικύρωσε τα στοιχεία της Ύπατης Αρμοστείας για τα Ανθρώπινα Δικαιώματα που κατηγορούν την κυβέρνηση για τη δολοφονία περισσότερων από 10.000 ειρηνικούς διαδηλωτές σε ένα χρόνο. Το Συμβούλιο δεν έχει απέδωσε την ενοχή της σφαγής της Χούλα στη συριακή κυβέρνηση. Η Ρωσία δεν έχει αλλάξει τις θέσεις της.

Declaration of the President of the Security Council on El-Houleh Massacre (Syria)


The members of the Security Council condemned in the strongest possible terms the killings, confirmed by United Nations observers, of dozens of men, women and children and the wounding of hundreds more in the village of El-Houleh, near Homs, in attacks that involved a series of government artillery and tank shellings on a residential neighbourhood. The members of the Security Council also condemned the killing of civilians by shooting at close range and by severe physical abuse. The members of the Security Council extended their profound sympathies and sincere condolences to the families of the victims, and underscored their grave concern about the situation of civilians in Syria.
Such outrageous use of force against civilian population constitutes a violation of applicable international law and of the commitments of the Syrian Government under United Nations Security Council Resolutions 2042 and 2043 to cease violence in all its forms, including the cessation of use of heavy weapons in population centres. The members of the Security Council reiterated that all violence in all its forms by all parties must cease. Those responsible for acts of violence must be held accountable. The members of the Security Council requested the Secretary-General, with the involvement of UNSMIS, to continue to investigate these attacks and report the findings to the Security Council.
The members of the Security Council demanded that the Government of Syria immediately cease the use of heavy weapons in population centres and immediately pullback its troops and its heavy weapons from in and around population centres and return them to their barracks.
The members of the Security Council reaffirmed their strong commitment to the sovereignty, independence, unity and territorial integrity of Syria, and to the purposes and principles of the Charter.
The members of the Security Council reiterated their full support to the efforts of the Joint Special Envoy for the implementation of his six point plan in its entirety and requested him to convey in the clearest terms to the Syrian parties, and in particular the Syrian Government, the demands of the Security Council.

Syrian government denies involvement in Houla massacre



Damascus has refuted accusations of being behind a ruthless attack in Houla where over 90 civilians were killed. Political analyst Ibrahim Alloush told RT that those killed were actually Assad loyalists, and the timing is suspicious.


Friday’s attack in the Governorate of Homs has risen already-high tensions in Syria, with many in the international community quick to point fingers at Assad’s forces.


Public anxiety was fueled by numerous amateur videos from Houla posted to YouTube showing dozens of bodies, including many women and children.


Although the videos were widely distributed by the media, the source could not be independently verified.


Damascus condemned the attack Saturday, saying it had no involvement in the massacre, and accused “terrorist” groups of being behind it.


The authorities also announced an investigation into the incident.


‘Those killed were loyal to Assad’


Political analyst Ibrahim Alloush told RT that the way the attack was done and its timing “make it obvious” that Damascus is not responsible.


“It would not make sense for the Syrian army to commit these massacres and withdraw, and then just let the rebels come and take photos and make documentaries about them,” he explained.


Alloush believes the crimes were committed “by the armed gangs supported from abroad, from the GCC countries and from the NATO specifically through Turkey.”


The analyst insists that the massacre in Houla was carried out in the context of a broad attack throughout the area.


“They also attacked the national hospital in the region and they set fire to it. Then they turned to civilian houses in some of the neighboring villages and they started killing indiscriminately,” he said, emphasizing that among those killed were people loyal to Assad.


Alloush also said that the timing of the attack makes it look suspicious.


“These crimes have come at a point when a political solution has been slated for the Syrian question, and these people do not want to see a political solution – instead they want to see an armed intervention, an international foreign intervention in Syria under pretext of massacres,” he concluded.
