C’est une évolution historique
dans les relations entre Kurdes de Syrie et d’Irak. Hier soir, le
Parlement de l’administration régionale autonome du Kurdistan irakien a,
pour la première fois, reconnu les trois cantons autonomes kurdes de
Syrie et adopté un protocole de coopération bilatérale qui comprend
l’envoi immédiat d’armes à la ville assiégée de Kobane.
Avec notre correspondant à Istanbul, Jérôme BastionInvité personnel du président Massoud Barzani, le co-président du canton de Kobane, Salih Müslim, a assisté à Dohuk aux travaux du parlement régional d'Irak du nord qui ont entériné cette décision qui devrait, ou pourrait, changer le cours des événements en Syrie du nord, voire à plus long terme dans la sous-région.
La rivalité entre les deux hommes est ancienne. Elle empêchait notamment depuis près de deux ans la tenue d’un congrès régional inter-kurde dont l’organisation était sans cesse ajournée. « Mais aujourd’hui, les conditions ont changé, a commenté M. Müslim. Nous sommes attaqués et c’est notre survie en tant que Kurdes qui est en jeu », a-t-il encore dit.
Hache de guerre enterrée
Depuis longtemps, l’administration kurde aux mains de la famille Barzani, très proche d’Ankara, reprochait au président du Parti de l’unité démocratique (PYD) son manque de légitimité, mais surtout, de manière non dite, son affiliation quasi organique avec le PKK turc.
Au début de l’été, le gouvernement régional kurde irakien avait même, comme la Turquie, scellé la frontière entre la Rojava syrienne et la Ninova irakienne pour empêcher les rebelles kurdes de venir en aide à leur frères syriens, estimant qu’ils devaient se défendre tout seuls.
La hache de guerre est désormais enterrée, et M. Barzani a même promis qu’il enverrait dans les 24 heures des armes à Kobane, « parachutées par avion si la Turquie refuse leur transit sur son territoire », a-t-il même dit.

The parliament in South Kurdistan decided yesterday to develop
relationships with the cantons of Rojava after a day-long debate. 79
deputies approved a motion calling on the Federal Kurdistan Government
to improve links with the administrations in Rojava.
After a debate yesterday in the South Kurdistan parliament, a motion was passed calling for relationships to be developed with the cantons established in Cizire (Jazireh), Afrin and Kobanê.
The following articles are in the motion passed by parliament asking for the Federal Kurdistan administration to develop relations with the administrations in Rojava.
1-The Kurdistan Parliament supports the will of the people of Rojava and wants the Kurdistan Regional Government to develop formal relations with the administrations in Rojava.
2- The government should be in material solidarity with Rojava.
3- The relevant bodies should implement this decision.
4- There should be absolutely no action contrary to this decision.
5- This decision will come into force after it is officially published by the Kurdistan Regional Parliament.
