KCK: Unilateral ceasefires and negotiations do not develop a solution

In a written statement, KCK (People’s Union of Kurdistan) Executive Council Presidency pointed out that unilateral ceasefires and negotiations in these conditions don’t offer the necessary opportunities for a solution.


“The Erdogan Government has announced an attack period with new strategies and tactics, showing the clash during Silvan operation as a justification. The AKP government will be responsible for the negative developments to be lived in the coming period. It has become clear that a democratic solution will not be developed under these conditions, unless the Kurdish People's Leader Ocalan is enabled to move freely in order to fulfill the requirements of his role”, said KCK.

The written statement of KCK Executive Council Presidency is as follows;

“During the meeting with his lawyers on 27 July 2011, Kurdish People's Leader Abdullah Ocalan announced his withdrawal from the process and from his position between the state and the PKK. This means that the Kurdish problem and the solution of the problem have acquired a new dimension.

Our leadership, as the public also knows, declared a unilateral cease-fire many times since 1993. These great opportunities, which were beyond any doubt very valuable opportunities for peace and solution, were unfortunately all wasted due to the well-known denial and destruction policy of the state! Nevertheless, in the period of the AKP government as well, our Leadership took a great care in keeping the guerrillas- out of the conflict environment to enable the survival of cease-fire processes and the development of peaceful efforts in the society. He tried to draw all the attention, effort and sensitivity of our movement, our people and the democratic public opinion to a peaceful solution of the problem. He grounded on sensitizing the society as well as the state about a solution.

Erdoğan’s historical secret agreement with U.S. President Bush on 5 Nov. 2007 in Washington turned out to be a dangerous agreement in the developing large-scale air attacks and in the Zap battle. This agreement aimed an active involvement of NATO as well and a definitive elimination of our movement through an intensive air bombardment that was carried out in guerilla areas with the most advanced technology when compared to former periods. On the other hand, lynching and cultural-political genocide policies were applied to the Kurdish people. And outside, a true blockade and oppression plan was implemented against our movement with an agreement on the same attitude and manner in EU countries, under the leadership of NATO.

Despite so many efforts of our Leadership, such as the road-map designed and presented to the state in 2009 and the unilateral ceasefire declared besides the protocols offered to the state in 2010, the Turkish government has never taken any positive steps towards a solution and peace and insistently followed a military and political disposal policy.

Further, our leadership clearly announced that the guerilla would be taken out of the conflict environment and an exact solution way would be offered in case of Erdoğan’s giving assurance but the AKP government, pretending not to have heard his valuable opportunity and call, once more displayed its insistence on denial and destruction.

Besides, the government made a sign that the military and political operations would increase and advance thereafter, as well as not being stopped since 13 August 2010, when we declared a ceasefire. On the contrary, operations were furthered; tens of women, Kurdish children and youngsters were killed, while thousands were detained and arrested in police attacks. On the other side, the uninterrupted military operations caused many guerilla losses as 51 guerillas died fighting in the operations of the Turkish state against the guerilla in a defense position. The conflict on July 14, when the Turkish army suffered great losses, was not an action planned by our forces as it was a result of the guerilla-counter to the extensive and intensive operation of the Turkish army.

The solution to the Kurdish problem forces itself in the bitterest violence with each passing day. As a known and accepted reality, Kurdish People's Leader Abdullah Ocalan is the only person who has the power and role to develop a solution to the problem. From this point of view, we take it as urgent and unavoidable that he is provided with free movement possibilities as well as the resolution of his health and security problems.

In case of AKP’s reviving its policy by different means, it is certain that our movement will develop a much more competent and more high-skilled resistance, on the basis of its advanced experience. It is clear that our people and our movement have the power to further their self-defense against violence policies. The perception of this truth is not a re-going towards violence policies; it will enable the government to consider the call made by our Leadership on July 27, which is the only way for a radical solution to the problem. Therefore, it will be the first and most important step to create the necessary conditions to enable our Leadership play its role. Our struggle will entirely focus on this axis.

It is of great importance that the struggle of the new term should be centered on this axis by all our people and democratic-patriotic institutions. To reach the final conclusion of our great move in this significant period of the history, we will for certain consider all the conditions carefully, turn our steps towards struggle with all our might for the success of the great historical march and practice a manner that absolutizes achievement. The real peace and freedom will be created by advancing towards the duties of the new term with this faith and determination.”
